In the 1999 Communist Chinese “Unrestricted Warfare” doctrine, written by PLA colonels Qiao Liang and Wang Xiangsui, Qiao stated: “The first rule of unrestricted warfare is that there are no rules, with nothing forbidden.”
Yes, true, when one reads through the detailed, exhaustive works by the PLA officers who saw no apparent weakness in the U.S. military fighting, technology, and battle plans in kinetic warfare. They studied and observed the United States’ war machine from the 1991 First Gulf War through smaller conflicts in former Yugoslavia.
They came to the realization, in 228 pages, that in order to defeat America the CCP would have to hollow it out, infiltrate every office and institution of government and academia, influence elections, and ultimately degrade the country from within by any means necessary. Fentanyl-laced streets. Economic warfare. Transnational crime. Cyberattacks. Shocks to systems, from the stock markets to government policy at the federal, state, and city levels.

What’s interesting is when one reads the doctrine or does a word search in the PDF, nowhere did the colonels write about bioterrorism or biowarfare. Nor will one find the words “pathogen” or “germ.” The word “virus” does appear, however, but not related to bioweapons, but to “computer viruses” and hacking foreign enemy IT networks and systems.
Why did the colonels leave out biowarfare as a means of shocking or attempting to take down the United States systems of government and the economy?
If everything thing is on the table and “nothing is forbidden” for “Unrestricted Warfare” why leave it out? Maybe it had something to do with international treaties and leadership or public sentiment at the time. Too harsh a topic or dangerous topic in 1999. Or perhaps the CCP didn’t want to reveal its full hand.

Big Pharma to Bioweapons
In 2009, China began to unveil its plan to move deep into the biowarfare phase of unrestricted war against the United States and the West. China launched the Thousand Talents Plan to bring in the world’s top scientists, including the convicted former Harvard Chemistry Dept. Chairman Charles Lieber, who taught Wuhan and likely PLA scientists the art of nanotech, nano-frames, nanowire, and more for more than a decade.
China also lured Big Pharma, five or six firms, and many others to become the global drugmaker in the world, deeply concerning the Trump Administration in 2019. Weaponizing the active pharmaceutical ingredients, from antibiotics to the PEG wrapper for the lipid nanoparticles of the Covid-19 vaccines (aka bioweapon) should concern all Americans. So should China’s mass manufacturing of the throwaway masks and swabs used widely in the PCR tests during the past three years of Covid psyop.
In the past year, we learned about Chinese police stations in New York and six other states in the U.S., and dozens more across the border in Canada.
So, should it then become a surprise that the CCP foreign intelligence agents, disguised as businessmen and women, open and run pathogen Biolabs inside the United States?

The Chinese Biolab in Fresno
The Universal MediTech, Inc., lab in Fresno, California, was listed as an “in-vitro diagnostic substance manufacturing” facility. Had it been just that, for pregnancy, the lab wouldn’t have drawn the attention of major federal and state investigative agencies. But it did.
Routine inspections of Universal MediTech in began in August 2020 after a small fire broke out in the lab. The initial finding by a California health inspector read: [Emphasis ours.]
“EH Inspector conducted onsite visit and noted violations: failing to prepare and implement a hazardous materials business plan (HMBP) for storage of hazmat (ethanol) over state thresholds.”
With that minor accident, the Chinese bio lab put itself under health officials’ radar since its opening in 2018.

By early May, a “multi-agency” conducted an onsite investigation under a “Health Officer Order.” The agencies included the CDC, FDA, CDPH, FCDPH, and the City of Reedley.
Although air testing at the time came back “clear,” the FBI got involved consulting all other agencies involved.
July 27, 2023, NBC News reported: [Emphasis ours.}
“CDC detects coronavirus, HIV, hepatitis, and herpes at unlicensed California lab: The CDC found at least 20 potentially infectious agents at the warehouse in Fresno County.”

As Juan O Savin, AMP Media’s go-to intelligence analyst, stated on yesterday’s show of “Unrestricted Truths,” (Episode 410): Like the Chinese police stations, “there are more Chinese Biolabs inside the United States.”
Juan further warned people not to get distracted by the CIA-NATO-driven events in the West African war about to break out, when the real war and infiltration reside inside the United States’ borders.
