The DHS Targeted Violence and Terrorism Prevention (TVTP) Grant program is funding the growth and recruitment of the radical Left, from Sedition Hunters to Antifa-based organizations.
This dossier will discuss the recipients of the TVTP grant program operated by the Department of Homeland Security (DHS). The post-9/11 founded DHS has consistently bled Leftist ideologies and backed biased support for the recipients of the grants from this program. Some of the grant money has funded the tools to recruit radical left anarchists, Antifa, and Sedition Hunter operatives using taxpayer dollars.
This wasteful, biased spending on woke indoctrination is endangering Americans while using their tax dollars to create the domestic terrorists the program claims to prevent.

Details of the TVTP Grant Program, include:
– Funds available: $20 million
– Grants.gov Submission Deadline: April 25, 2023
– Anticipated Award Announcement: September 2023
– Eligible Applicants: Nonprofits; Universities; State, Local Tribal, and Territorial Government Agencies
The stated goals of the FY23 TVTP Grant Program: (in their own words)
– Implementing Prevention Capabilities in Small and Mid-Sized Communities;
– Advancing Equity in Awards and Engaging Underserved Communities in Prevention;
– Addressing Online Aspects of Targeted Violence and Terrorism;
– Preventing Domestic Violent Extremism; and
– Enhancing Local Threat Assessment and Management Capabilities.
How the TVTP is Funding Radical Left Ideology and Recruitment
Despite the stated goals—which themselves suggest a woke ideology as you can see—the TVTP grant funds are going predominantly to programs and organizations seeking to advance Leftist ideology and create recruitment opportunities.
The program descriptions of TVTP grant recipients clearly show Leftist bias in grant awarding. No surprise in the era of woke.
The Grants are Typically Grouped Into Three Types:
I. Grants to Academic Groups, Universities, or University Programs
These programs consistently seem focused on “training students to spot domestic extremism” and “how to respond and get involved to stop it.” Naturally, under the guise of “community building.”
They provide a fertile location for indoctrination into Leftist ideology, creating an opportunity for local radicalized Leftists to recruit individuals into engaging in Antifa-influenced activities, such as Sedition Hunting.
They focus on “anti-racism” and “anti-white supremacy” or “anti-fascist” themes. The latter theme is the hallmark of Antifa’s Nazi Germany founding in the 1930s. Anyone familiar with Antifa knows the public branding terms they use for the grassroots organizations that make up the modern-day Antifa movement. For example, many Antifa groups go by the term “Anti-Racist Action.”
Grant funds are being received and spent by leftist activist college professors, some espousing Antifa support, some openly BLM activists, from the few we were able to research in depth.
II. Grants to Artistic Endeavors and Foundations.
Grants for theater programs about conflict resolution, grants for online podcasts, grants for “esports” (organized professional video gaming), or other nonacademic groups seem to have very vague purposes and little connection to the idea of homeland security or preventing terrorism. These large grants to overtly left-leaning groups for programs that have a little measure of success in their purpose or actual measure of the meaningful use of tax dollars are highly suspicious as a means of funneling money to fund Antifa operation expenses like travel and equipment, in addition to being extremely wasteful and indoctrinating leftist bias in our communities, particularly college-age individuals.
III. Grants to Government Agencies
Several of the grant recipients are state offices of the Department of Homeland Security or other law enforcement agencies. There are several in the DMV, the Washington, DC, area.
It is curious that the DHS offices are being given grants through this program instead of having their activities funded directly in the DHS budget from Congress. This is perhaps a way that they are funding activities outside of Congressional oversight, or direct oversight via budgets. It’s akin to how the Centers for Disease Control (CDC) operates out of the purview and often offshore of Congress via its CDC Foundation.
Simply put, it’s a way to pad department funds with monies the budget claimed were to be used for a grant program to prevent terrorism. How quaint. In reality, these hidden monies are being distributed to the DHS itself through a backdoor mechanism.
The TVTP grant programs on their face are wasteful and politically biased. A deeper investigation into the “black box” individuals operating the recipient programs begins to reveal a consistent theme of Leftist ideology and Marxist activists in some form, whether BLM, anarchist, anti-racist, or anti-fascist openly.
With no oversight, it means the black box budgets allow individuals to spend the grant monies on almost any task or program it needs to fund.
Would that include false flag operations, such as the one that then Speaker of the House Nancy Pelosi and the FBI planned and launched on January 6, 2021?
TVTP presents an opportunity for these programs to be used to fund Leftist domestic terrorism expenses. On the low end, bussing Antifa to protests, providing access to technology, and training to engage in Leftist operations. But at a higher cost, it funds creating recruitment opportunities.
Danger Ahead in America
“Antifa” is a lifestyle. Like goth or punk, it develops loyal followers and practitioners through a shared rebellious culture. Individuals are indoctrinated to believe they are heroes, saving the world from “fascists” who their professors and influencers drum into them are anyone on the right.
Much of the activity conducted by radical leftist terrorists is what we would consider “volunteer work.”
The volunteer work includes:
Attending protests
Engaging in online bullying
Doxxing journalists, politicians, and conservatives
These are entertaining activities for individual Antifa programmed members. Thus, a good deal of the radical Left terrorist mission is low-grade, low-cost. The main costs in operating a radical operation nationally are travel and equipment, be that technology or surveillance, up to and arming them with weapons and ammunition.
Additionally, there are legal costs for illegal activity. However, much of the violence, online doxing, and Sedition Hunting is done by online volunteers recruited into the radical Left lifestyle after being indoctrinated through these types of programs.
Should the TVTP Program be Defunded?
The TVTP grant program is wasteful. It’s overtly biased to Leftist ideology. It’s also far from the mission of Homeland Security and it is being used by the radical Left to create indoctrination and recruitment opportunities in vulnerable communities, such as college campuses, high schools, and even middle school-age children.
It should be defunded.
The grant program should be immediately suspended by Congress until a Congressional investigation of the recipients’ funds from the large grants can be reviewed. Follow the money.
In the long term, the TVTP grant program should be scrapped as an ineffective and unaccountable expense.
